This seems to be having a very cute start. I like the character design and it seems like we are in for a funny story. But seriously, the all tone backgrounds look very cheap. I would try and draw something in the background from now on. Even if it slight drawn wrong, the tones look far worst and it wears on the setting. We get no feeling of Noir Mirage that way. Beside that, the toning on the characters look great! Keep going and good luck in the future.
